Victor Mulas

Víctor Mulas leads CIC's Innovation Ecosystem Services, the company's advisory and consulting branch. After serving as a strategic advisor, he became CIC's first Chief Innovation Officer in February 2024. With over 20 years of experience in innovation, technology, and startup ecosystems worldwide, Mulas has advised governments and organizations, shaping startup ecosystems globally. At the World Bank, he led startup and smart city policy programs, driving global innovation. He advises Japan’s Cabinet Office on startup policies and is a Startup Fellow for the Tokyo Metropolitan Government. Mulas is also a Visiting Research Scientist at the Chiba Institute of Technology's Center for Radical Transformation and has authored leading research on innovation and competitivenes
