Manuel Heitor

Manuel Heitor is Professor of Mechanical Engineering at Instituto Superior Técnico, University of Lisbon. He served as Portugal’s Minister of Science, Technology and Higher Education from 2015 to 2022, where he advanced national strategies for research, innovation, and higher education reform. Heitor is the founding director of the IN+ Center for Innovation, Technology and Policy Research and has long been engaged in international science diplomacy and policy development.
