Born in 1963 in Potsdam, Brandenburg, he studied journalism, politics, economics, and political administration at Ludwig Maximilian University and the German School of Journalism in Munich from 1986 to 1991. He earned his doctorate in political science in 1992/1993. From 1999 to 2004, he served as a member of the Brandenburg State Parliament and was part of its Economic, European, and Development Committees. Between 2003 and 2007, he was the deputy chairman of the CDU/CSU’s Middle-Class Association in Germany, and from 2000 to 2010, he held the same position for the CDU Brandenburg. He also worked as managing director of Biotech GmbH and Biotech II GmbH in Hennigsdorf from 2000 to 2010. Since May 2003, he has been a member of the CDU Brandenburg state board, and since November 2006, he has served as deputy chairman of the CDU/CSU group in the European Parliament. He has been a Member of the European Parliament (MEP) since 2004.
