From Deadlock to Delivery
Every day, public servants around the world find creative ways to solve problems, overcome barriers, and deliver meaningful results for citizens. Yet too often, progress stalls when rules, structures, incentives, or institutional cultures create deadlocks that prevent action.
The Global Forum of Public Service Leaders brings together senior leaders, innovators, and practitioners from across government, public agencies, and municipalities to explore how these deadlocks can be overcome. Taking place on 10 June 2026 in Berlin, the Forum serves as a unique space for candid exchange, peer learning, and international collaboration among those committed to making government work better.
This year's theme, From Deadlock to Delivery, focuses on the leadership required to prioritise delivery despite constraints, create space for innovation within institutions, and enable change along the "last mile" of implementation. Through interactive discussions and shared experiences, participants will examine how public organisations can move from good intentions to tangible outcomes.
The Forum welcomes both senior leaders who create the conditions for delivery and front-line leaders who navigate complexity every day to make public services work. Together, participants will explore practical approaches to breaking through institutional barriers, fostering a culture of action, and strengthening the capacity of government to respond to today's challenges.
Beyond the day itself, the Forum seeks to strengthen an international network of public service leaders who can continue learning from one another and advancing creative approaches to public sector transformation.
The Global Forum of Public Service Leaders takes place on the 10 June 2026 precedes the Creative Bureaucracy Festival on 11 June 2026.
