Theresa Twachtmann

Theresa Twachtmann is Managing Director of PD – Berater der öffentlichen Hand GmbH and a member of the European Commission’s High-Level Reflection Group on its large-scale institutional review.

She brings extensive leadership experience across the public, infrastructure, and cultural sectors. Prior to her current role, she served as Managing Director at HafenCity Hamburg GmbH and held senior finance and executive positions at Hamburger Hochbahn AG and Thalia Theater Hamburg. Earlier in her career, she worked as a strategy consultant at IBM and held a leadership role at the Lucerne Festival.

With a background in international business administration and arts management, she combines strategic, financial, and governance expertise with broad experience in public-sector transformation and cultural institutions.
