Theresa Twachtmann

Theresa Twachtmann has been Managing Director of PD – Public Sector Consultants GmbH since 2025. In this role, she is dedicated to shaping the public administration of tomorrow—modern, efficient, and close to citizens. Her conviction is that only a well-functioning public administration can preserve trust in the state and protect our democracy.

The business administration graduate (Diplom-Betriebswirtin) began her career as a strategy and banking consultant at IBM in Switzerland. In 2008, she became Commercial Director of the renowned Lucerne Festival and also completed a Master’s degree in Arts Administration. In 2013, she moved to Hamburg, where she first took on the role of Commercial Managing Director of the Thalia Theater and later worked as an independent management consultant, including for the Elbphilharmonie. She subsequently assumed responsibility for Finance, Controlling, and Treasury at Hamburger Hochbahn AG.

Before joining PD, Theresa Twachtmann served as Managing Director of HafenCity Hamburg GmbH, where she was responsible for all commercial operations, among other areas. In addition to her many years of management experience in the private, public, and cultural sectors, she has served on the supervisory boards of several organizations. She is currently also a designated member of the high-level reflection group conducting a comprehensive review of the European Commission.
