Philippa Scarlett is head of worldwide government affairs and public policy at RELX, a U.K.-based public company that provides information-based analytics and decision tools. Primary policy topics include artificial intelligence, intellectual property, data privacy, data security, and scientific and health research.Previously, she served as Principal Counsel at Apple Inc., where she spearheaded Apple’s ESG strategy and led the company’s human rights work. Before Apple, she served in the Obama Administration in both the White House and the U.S. Department of Justice. Before her government service, she was a Litigation Partner at the law firm Kirkland & Ellis LLP. Earlier in her legal career, she served as a law clerk to Justice Stephen Breyer at the U.S. Supreme Court and to Judge Ann Williams on the U.S. Court of Appeals for the 7th Circuit. Scarlett holds a BA from Stanford University, an MA from Harvard University, and a JD from Columbia Law School. She also studied at the Freie Universität in Berlin, Germany and at Balliol College at Oxford University.
