Abir Haddad

Dr. Abir Haddad is the Founder and Director of the Institute for Legal Transformation and Chairwoman of the Regulatory Intelligence Committee. Born in Baghdad, Iraq, she moved to Germany at the age of twelve. She studied law at the University of Tübingen and received her doctorate from the University of Cologne, where she teaches modern law of Arab countries. Her doctoral research involved comparative legal analysis across multiple languages and research stays in several countries. Building on this foundation, she combines comparative law with strategic foresight to explore how legal systems can anticipate and respond to technological, societal, and environmental change. Her work focuses on artificial intelligence, regulatory intelligence, and the development of legal frameworks that address tomorrow’s challenges rather than merely react to today’s disruptions.

Dr. Haddad’s recognitions include being named among Capital magazine’s “40 under 40,” recognition from the Skoll Foundation, and winning the Strive Award in 2025. She also participated in the 2022 Falling Walls Female Science Talents Intensive Track and the Female Science Talents International Spring Gathering.
