E-Learning 3.0 is a breakthrough next-generation open online course that points the way to the future of open online learning. There is no single course platform; all course elements are organized as a distributed graph (or network) of linked data. Thus there are no barriers to participation. Content-based addressing allows students to access resources from the closest available location and to share their work in personally managed identity graphs. Student achievements are recognized using digital badges, and permanently stored on a blockchain. The course describes and demonstrates these breakthroughs in detail, was offered in the fall of 2018, analyzed for future development, and is being developed for distribution in freely accessible cloud containers that can run on any computer anywhere.
