Many scholars have understood that the liberal (international) order is under stress inside and outside the “liberal core.” However, most take the state in its Weberian form for granted. Areas of limited statehood are ubiquituous and it is the combination of limited statehood and order contestations which characterizes the contemporary conundrum 30 years after the fall of the wall. Diverse models of legitimate governance are necessary to save the liberal (international) order.
